Overview
The designer stated explicitly that zie made the flag because zie did not want to reuse the bear flag for otters. [1]
The term "otter" as a gay-male body type traces to George Mazzei's 1979 Advocate piece "Who's Who in the Zoo," which named several wildlife archetypes including bear and otter. The category settled into common bear-community use through the 1990s and 2000s. The 1995 International Bear Brotherhood Flag (Craig Byrnes) was for many years the de facto flag for the bear community broadly, including otters. The toadhops 2018 flag is the first widely circulated otter-specific flag in online queer ecosystems. [1]

The deviation has remained publicly available since 2018 and is the most reproduced otter flag in MOGAI, LGBTQIA, and gay-male subculture wiki ecosystems. The designer's 2024 update note records continued circulation: "nice to see this gaining rounds again during pride!" [1]
In 2021, Bearback (bearbackgear.com) published a flag with a visually indistinguishable design under the framing of a "first ever official" Otter Pride Flag chosen by community vote. The Bearback page does not name an individual designer for the winning entry and does not reference the toadhops 2018 deviation. The relationship between the two designs is unresolved and is documented in the discourse section.
The paw print emblem is, by the creator's own statement, "a clip art pawprint" rather than original art. [1]
