Chris Pinette presented it on his gay flags website as a design then gaining popularity, on a page the Internet Archive captured between 23 May 2000 and 21 September 2005. The design's earliest located presentation is Chris Pinette's gay flags page, where it appears among state and national designs with a short description in Pinette's own voice: "The Gay flag of Texas is gaining popularity in Texas along with the Rainbow Flag." [2] Tomislav Todorovic dates the page's earliest Internet Archive capture to 23 May 2000 and its latest to 21 September 2005, and infers from Pinette's wording that the flag was already in use during the 1990s; that is his inference from the capture dates rather than a dated record. Dating this flag changed the order of the state gay flags. Todorović had called the Texas rainbow flag the third in the United States; on 5 July 2015 he wrote that it "shall no longer be considered the third, but the fourth state gay flag in the USA." [1]
Lineage
Pinette's page carried two Texas designs side by side: this one, and a second combining the rainbow flag with the Lone Star, which he had seen only on a t-shirt. [2]

Pinette's artwork, gay-us-tx.gif, is 289 by 182 pixels and reads as blue, red and white in near-equal thirds with a magenta triangle. That is too small and too imprecise a file to set a proportion from, and the 2:3 given here remains the Texas state flag's own. [2]

Pinette marks the designs on his page that he had not seen in use. Against another Texas flag on the same page he writes "Note: I haven't actually seen this flag flying. It was seen on a t-shirt", and against the Wyoming flag "(I spotted this flag in San Francisco.)" He puts no such note against this design. [2]
